New Rule for Waiting Ticket Holders by Indian Railways

The Indian Railways continuously makes changes to enhance travel comfort and convenience. Recently, social media buzzed with viral pictures and videos showing overcrowding in reservation coaches due to passengers holding waiting list tickets. In response, the railway authorities have introduced new rules for waiting list tickets. According to these new rules, only passengers with confirmed reservations can travel in reservation coaches.

Waiting Tickets Restrictions

Indian Railways has revised its rules regarding waiting list tickets. From now on, whether booked online through IRCTC or at ticket counters, passengers with waiting list tickets are not allowed to travel in reservation or AC coaches. This means that even if a waiting ticket is purchased from the counter, passengers cannot occupy seats in reserved coaches.

Online Waiting List Restrictions

According to railway rules, if you book a waiting list ticket online via IRCTC, you won’t be permitted to travel in the reserved coach. If your ticket doesn’t get confirmed, your money will be refunded automatically. Previously, passengers with waiting list tickets from counters often traveled in reservation coaches, but this practice is no longer allowed. Passengers with waiting list tickets bought at railway counters can only travel in general coaches, with no exceptions for reserved or AC coaches.

Strict Penalties

Travelers holding waiting list tickets who are found traveling in reserved coaches may be asked to disembark at the next station and will incur a penalty. Travelers with waiting list tickets are strictly prohibited from entering reservation coaches. If caught, they will face fines up to ₹440. Additionally, those found traveling in a reserved coach with a waiting list ticket will be charged for the journey from the starting station to the destination, along with a minimum penalty of ₹440.

By adhering to these new rules, Indian Railways aims to ensure a more comfortable and organized travel experience for all passengers.

*4*) 1 जुलाई से राजधानी और शताब्दी ट्रेनों में पेपरलेस टिकटिंग की सुविधा शुरु हो रही हैं। इस सुविधा के बाद शताब्दी और राजधानी ट्रेनों में पेपर वाली टिकट नहीं मिलेगी, बल्कि आपके मोबाईल पर टिकट भेजा जाएगा।

*5*) जल्द ही रेलवे अगल-अगल भाषाओं में टिकटिंग की सुविधा शुरु होने जा रही हैं। अभी तक रेलवे में हिंदी और अंग्रेजी में टिकट मिलती है, लेकिन नई वेबसाइट के बाद अब अलग-अगल भाषाओं में टिकट की बुकिंग की जा सकेगी।

*6*) रेलवे में टिकट के लिए हमेशा से मारामारी होती रहती है। ऐसे में 1 जुलाई से शताब्दी और राजधानी ट्रेनों में कोचों की संख्या बढ़ाई जाएगी।

*7*) भीड़-भाड़ के दिनों में रेलगाड़ी में बेहतर सुविधा देने के लिए वैकल्पित रेलगाड़ी समायोजन प्रणाली, सुविधा ट्रेन शुरु करने और महत्वपूर्ण ट्रेनों की डुप्लीकेट गाड़ी चलाने की योजना है।

*8*) रेल मंत्रालय ने 1 जुलाई से राजधानी, शताब्दी, दुरंतो और मेल-एक्सप्रेस ट्रेनों के तर्ज पर सुविधा ट्रेन चलाई जाएगी।

*9*) 1 जुलाई से रेलवे प्रीमियम ट्रेनों को पूरी तरह से बंद करने जा रहा है।

*10*) सुविधा ट्रेनों में टिकट वापसी पर 50 फीसदी किराए की वापसी होगी। इसके अलावा AC-2 पर 100/- रुपए, AC-3 पर 90/- रुपए, Sleeper पर 60/- रुपए प्रति यात्री कटेंगे।

Indian Railways has restarted passenger train operations from 12th May, 2020, initially with 15 pairs of trains (30 return journeys). These trains are being run as special trains from New Delhi Station connecting Dibrugarh, Agartala, Howrah, Patna, Bilaspur, Ranchi, Bhubaneswar, Secunderabad, Bengaluru, Chennai, Thiruvananthapuram, Madgaon, Mumbai Central, Ahmedabad and Jammu Tawi.

There are Maximum Waiting List Limits in the PRS booking system for which Waitlisted Tickets can be issued after all confirmed tickets are exhausted. Your ticket booking request may get declined as the Maximum Waiting List Limit may be reached in the booking system by the time payment success response is received from your bank. In such case, your deducted amount will be refunded back, without any deductions, to your bank account in 3-5 working days. Inconvenience caused is regretted.

I am using the website for the past 10 years and so far I have got no problems except few errors and payment failures. अलीगढ़ । आपका घर या ऑफिस रेलवे स्टेशन से बहुत दूर है और आप स्टेशन पर जाते वक्त और पहले टिकट करने

से इसलिए घबराते हैं कि कहीं ट्रेन छूट जाएगी तो रिफंड नहीं मिलेगा टिकट पर खर्च किए गए रुपए भी बर्बाद हो जाएंगे। तो आप इस बात की चिंता अब छोड़ दीजिए। हम आपको बता रहे हैं कि कैसे आप ट्रेन छूटने पर भी टिकट वापस कर अपने पैसे वापस पा सकते हैं।

Bypass IRCTC Captcha?

Captcha image given by irctc website on the login page, specially during tatkal timings is getting smaller and difficult to read. As a result users are not able to login promptly and those precious seconds are lost which enable one to book tatkal tickets successfully. Usually a tatkal ticket booked under 20 seconds stands a good chance to success.

What is Captcha?

CAPTCHA stands for "Completely Automated Public Turing test to tell Computers and Humans Apart". It is one of the best methods to stop people using the official website unfairly. Agents started using computer programs which allegedly booked hundreds of tickets within seconds of tatkal opening time. Finally irctc website decided to implement this method, so that such agents don't get the extra edge over common people.

Why IRCTC Captcha?

Though captcha image used in the railway website very clear and simple, it has been observed that character L in small, I in capital, and certain other characters when presented in waved and line crossed format are pretty hard to configure. For example this captcha to the right is quite difficult to comprehend.

Given the fact that seconds matter for tatkal booking, one error in captcha and your chances for getting a tatkal ticket for the next day gets messed up. IRCTC has started this trend of using typical captcha images to slow down net traffic and allow normal window reservations to succeed.

How to bypass?

• The best way to overcome this delay is to login at least 15 minutes before the scheduled tatkal opening time to overcome login failures due to captcha images. At this time the images are simple and one has plenty of time to try and retry.
• Do not install any plugin in firefox or chrome which claim to bypass this system. Such plugins/softwares take more time than the manual entry, resulting in more delay. Besides these have potential to steal your private data or credit card information.
• The second captcha challenge that appears at the 'Passenger Information page' is the most critical, because other information can be auto filled(refer to my post on how to book tatkal ticket in seconds) but not this captcha. Any error here will surely minimize the chances for a confirmed tatkal ticket. Enter this captcha manually. Don't try any plugin or software because the chances are that the plugin/software will take more time to process the image than the human mind.

Solution to fill IRCTC captcha without any error

 The error in captcha entry happens because the captcha image is usually very small.

• The trick is to zoom the web page to 200% or more depending on the PC screen size. The will make the image bigger and readable. To zoom a web page in google chrome browser, do the following:

Find the "Zoom" section in the menu and choose one of the following options:

1. Click to make everything on the page larger. You can also use the keyboard shortcuts Ctrl and + (Windows, Linux, and Chrome OS) and ⌘ and + (Mac).
2. Click to make everything smaller. repeat the same procedure accordingly or use shortcuts Ctrl and - (Windows, Linux, and Chrome OS) and ⌘ and - (Mac).

• In firefox browser to zoom in and zoom out a web page, use the following shortcut key:

Keyboard shortcut:

1. To zoom in, increasing the size, press and hold commandCtrl while pressing +.
2. To zoom out, decreasing the size, press and hold commandCtrl while pressing -.
3. To reset size back to normal, press and hold commandCtrl while pressing 0.

The difference is clearly visible in this screen shot to the right. After you enter the image text correctly in the text field, return back to normal screen size using the methods described above.

• REFRESH CAPTCHA: If you arrive at the passenger details page too quickly, chances are that captcha shows an error, it is better to refresh the captcha image by clicking this icon
• WAIT FEW SECONDS: It is always better to wait and let the captcha load, then enter it carefully. There is no use waisting 20-30 seconds by entering the wrong text and doing the same process again.
• CAPTCHA LENGTH: The complexity and length of the captcha image increases with number of times you arrive at the page in the same login session. So it is better to keep it simple by arriving the passenger details page for the first time during one login session.
• TIMING and PRACTICE: There is no alternate to good timing and practice. Keep in mind that early login(10-15 minutes before the scheduled tatkal opening time) is ideal. Besides your agility and typing speed matters. Keep all the information at hand like passenger details, aadhaar card number or pnr number, age of the passngers and correct spelling of names. Using firefox such entries can be made using autofill feature.

LTC BLOCK YEAR FOR CENTRAL GOVT. EMPLOYEES OF INDIA

A BLOCK YEAR consists of 4 calendar years. the present block year runs from 2013 to 2017. this can be divided into 2 block years for home town travel concession i.e. – 2013-15 and 2015-17, and concession to travel the HOME TOWN is obtainable twice. Rather than 2 visits to home city/town, the employee is eligible to convert two home town travel concession into ONE ALL India LTC concession. Eligible employees who haven’t availed of the home town travel concession of the 2013-15 year block can utilize it in 2015-17, or they can apply for it to be converted to All India LTC and avail LTC twice in one block year.

The central govt. employees are eligible to utilize air, ship, rail and road transportation facilities, along with the travel class depending on their designation and eligibility there of. 

In the year 2010, in order to develop Jammu & Kashmir and North-East Region, it was announced that Central Government employees are eligible to travel to these regions via air from Delhi and Kolkata respectively. It was also announced that the travel expenses could be claimed in advance. Following this announcement, Central Government employees have started travelling via air, along with their families. From the HEADQUARTERS, where they are employed, they have to travel to New Delhi or Kolkata by train and go to Shri Nagar or Gauhati by airplane. 

This concession is given in two categories, on the basis of grade pay. Those with GP higher than Rs. 4200 and above are eligible to travel from the airport nearest to their work headquarters. Those with GP lesser than Rs. 4200 will have to travel to Delhi or Kolkata by train and continue only the rest of the journey by airplane. 

These concessions were initially announced for only two years and then extended to 2013. Each BLOCK YEAR can be carried forward to one year, i.e., those who haven’t utilized the facility in 2012-13 BLOCK YEAR can avail of it until December 2014.

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel                    by air to visit NER, J&K and A&N. 

The undersigned is directed to say that in relaxation to CCS (LTC) Rules, 1988, it has been decided by the Government to permit Government servants to travel by air to North East Region (NER) , Jammu and Kashmir and Andaman & Nicobar Islands (A&N) as per the following scheme - 

1. All eligible Government servants may avail LTC to visit any place in NER/ A&N/J&K against the conversion of one block of their Home Town LTC. Fresh Recruits are also eligible for this benefit against conversion of one of the three Home Towns in a block of four years applicable to them.
2. Government servants entitled to travel by air can avail this LTC from their Headquarters in Economy class.
3. Government servants not entitled to travel by air may be permitted to travel by air in Economy class in the following sectors: 
   a. Between Kolkata/ Guwahati and any place in NER 
   b. Between Kolkata/ Chermai/ Bhubaneswar and Port Blair. 
   c. Between Delhi / Amritsar and any place in J&K 
   
   
   Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be undertaken as per their entitlement.
4. r travel is to be performed by Air India in Economy Class only and at LTC-80 fare or less. 
5. Air travel by non-entitled officers on the sectors mentioned in item (iii) above may be permitted while availing LTC to any place in India (4 year Block) also. 
6. Air Tickets to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. 'M/s Balmer Lawrie & Company', 'M/s Ashok Travels & Tours' and 'IRCTC' (to the extent IRCTC is authorized as per DoPT's O.M. No. 31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted.  

• These orders shall be in operation for a period of two years from the date of issue of this O.M.  
• All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the Airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.

हिन्दू अख़बार के अनुसार अब रेल यात्रियों को ब्रांडेड खाना परोसने की तैयारी कर रहा है आई आर सी टी सी। इस के लिए सब से विजय वाड़ा स्टेशन को टेस्ट बेसिस पर चुना गया है।
अभी रेलवे अफसर इस के लिए योजना की एक एक तफ्सील को जांच रहे हैं।
लेकिन रेलवे अफसरान ने यह बताने से बचते रहे कि वह कौन कौन से ब्रांड हैं जिन को परमिशन मिली है। विजयवाड़ा के डी आर एम ने बताया के मैकडोनाल्ड के एफ सी या सबवे कोई भी हो सकता है

Upgrade Rail Ticket to Air Ticket at IRCTC

In a one of its kind move irctc has recently launched a scheme for those passengers who are in RAC or waiting list, to upgrade their tickets to flight tickets at a very competitive price. Through the scheme Indian railway has done the penultimate job of integrating rail, road and air travel for the passengers.

As per the report by Times of India IRCTC has already tied up with a low budget carrier GoAir and sold more than 100 tickets in the past month under this scheme.

The spokesperson for the PSU Sandip Dutta confirmed that another low budget airline SpiceJet has been roped in for the scheme and talk is on for other airlines to bring them under this scheme.

The scheme is very attractive for the passengers as well the airlines. They will get the advantage of irctc's massive numbers as for as passenger handling is concerned.

The scheme for now has certain limitations. The scheme will apply to tickets which have been booked three days before the date of journey, and the flight ticket will be available on the date of train journey or one day after that.

How to Avail the Scheme?

The official website irctc.co.in will be sending emails to those wait-listed passengers who would have opted for the flight up-gradation in case of not getting a confirmed rail ticket. There is no restriction as to which travelling class passenger can avail this scheme. Passengers booking train tickets right from Sleeper to AC can apply for this facility.

Price

There is still a lot of difference in the fare of train and flight tickets, however the low budget carriers have narrowed this gap considerably. The plan is to make airline tickets under this scheme 30-40 per cent cheaper than the normal market rate. The airlines are ready to do so because they will place their unsold tickets with irctc for the purpose. In such a scenario its a win-win situation for passengers as well as airlines. Passengers now have one more option to avoid aborting their trip and airlines will benefit form the 100% occupancy of the seats.

It is to be noted that on an average the seat factor for airlines in India is 70 to 75 per cent. The seats which are empty can now be filled under this scheme.

So folks get ready for your first flight journey in the price of a train ticket, and yes check that your destination does have an airport!
